|  Implementation of multilateral environmental agreements (MEAs) in China is one of FECO’s core mandates. Major MEAs include the Vienna Convention on Ozone Layer Protection and its Montreal Protocol on Substances that Depletes the Ozone Layer, the Stockholm Convention on Persistent Organic Pollutants, the Convention on Biodiversity and its Cartagena Protocol on Biosafety, as well as the Framework Convention on Climate Change and its Kyoto Protocol and the forthcoming international agreement on mercury pollution.
