The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the China Sector Plan for CFCs Phaseout in Non-MDI Pharmaceutical Aerosol Sector, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include provision of technical guidance and consultant services to all the stakeholders of the Sector Plan including the Working Group and beneficiary enterprises. These include:
I. Technical consultant services to the Beneficiary Enterprises under the Sector Plan:
1) Analyze test data provided by enterprises, evaluate feasibility study report of technical plan of CFCs phaseout of the beneficiary enterprises; 2) Provide technical guidance, in-situ guidance and written suggestions, when needed, to the beneficiary enterprises; 3) Provide technical assistance to beneficiary enterprises during the transition period when new CFCs phase-out policies and regulations are introduced by the Government.
II. Technical Consultant Services to the Technical Assistant (TA) activities under the Sector Plan
Provide technical guidance and assistance to the team conducting TA components in relation to the research and development of CFCs substitutes. Expected advisory services include, among others, technical guidance on sampling methodologies, identification of quality control objectives, quality control standards, as well as undertake analyses of study methods performed by TA contractors.
III. Technical Consultant Services to Government Agencies and Relevant Organizations
Prior to issuance of CFCs ban for the Pharmaceutical aerosol sector by the Government, the consultant will conduct necessary surveys, prepare initial draft policy papers, provide suggestions and recommendations on management measures and regulations, and others. The consultant will be responsible for providing a technical consultation report delineating technical and practical issues that may emerge from enforcing the proposed policies for banning CFCS ban in the pharmaceutical aerosol sector.
The Foreign Economic Cooperation Office of Ministry of Environmental Protection and the National Institutes for Food and Drug Control (NIFDC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. Have technical qualification for the provision of technical consultant services for the sector; 2. Have experiences of technical consultant services for pharmaceutical aerosol sector; 3. Have technical influences in pharmaceutical aerosol sector or related field; 4. Have expert resources, and the experts for this technical consultant services should not less than 5 people. 5. This position requires bachelor degree or above, good command of English, minimum 5 years of relevant work experience, publication of definitive works. Experts who are affiliated with the professional associations shall have the priority to be employed.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
