The Government of the People’s Republic of China has received a grant from the Global Environment Facility through World Bank toward the cost of the China PCBs Management and Disposal Demonstration Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: probing the location of concrete coffin in which PCB capacitors were previously stored, designing sampling points layout network, and collecting soil, water and sediment samples at a PCB capacitors burial site in Chengdu, Sichuan. By analyzing the content of PCB in the collected samples to estimate the potential pollution scope around the site, and to provide basic data support for future cleanup and disposal of PCBs waste and polluted soil. This work is required to be completed on or before December 31st, 2012.

The Foreign Economic Cooperation Office of Ministry of Environmental Protection now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Consultants shall have more than five years’ experience in environmental monitoring and contaminated site monitoring and control.
2. Consultants shall have at least three technicians with medium (or above) professional title. The project manager responsible for this project should have more than three years’ experience of soil remediation or solid waste pollution control and possess experience in undertaking key technical work in this kind of projects.
3. Consultants shall submit the certification and license of the laboratory for PCB analysis and determination.

Documents, Certificates and Equipment to be provided by Consultants:

1. Consultants shall provide evidence of experience in environmental monitoring or contaminated site pollution control and cleanup.
2. Consultants shall make available in due time all necessary equipment for this assignment, including personal protective equipment and portable equipment for performing soil sampling and analysis of PCBs. Consultants shall make available in due time packages, containers and packing tools that meet the national and local environmental protection standards and safe requirements, as necessary. Consultants are responsible for all supplied equipment. Consultants are responsible for procurement and acceptance of experimental and analysis materials, and transportation and maintaining of the collected samples which are necessary for this activity.
3.FECO is entitled to request consultants to provide the quality certificate of the procured materials and the institute is fully responsible for the supplied and employed materials.
4.If the soil sampling and analysis activity is subcontracted to third party laboratory, the Consultants shall submit the certification and license of the subcontracted laboratory, and a signed letter of agreement with the subcontracted laboratory.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Selection Based on the Consultants’ Qualifications (CQS)” method set out in the Consultant Guidelines.
