Assignment Title: Comparative Analysis of CTC Substitutes in Oil-in-water Testing and Revising Related National Standards of CTC Laboratory and Analytical Uses

The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the Sector Plan for Phase out of CTC Production and PA Phase I sectors, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include by comparative research among testing methods or extraction solvents in testing oil in water, determining the alternative methods or extraction solvents which comply with the Montreal Protocol to replace CTC used in testing oil in water in China; based on qualified technical indicators of the alternatives in terms of application range, detection limit, interference, sensitivity and stability, revising the current national standard “Water Quality- Determination of petroleum oils, and animal and vegetable oils- Infrared spectrophotometry (HJ637-2012).The period covers two years from contract signing date.
The Foreign Economic Cooperation Office of Ministry of Environmental Protection (FECO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1) having outstanding research capabilities, management background and technical ability in this field; experience in formulating and revising environmental protection standards will be an important factor to consider;2) be familiar with the amendment procedure of national environmental protection standards. Priority will be given to the units, which have been doing routine monitoring of oil-in-water analysis for a long term or have done CTC and other reagents experiments; 3) having members with senior technical titles; necessary laboratory equipment, adequate researching staff and working time should be guaranteed.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [May 2004] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the “Quality-Based Selection (QBS) ” method set out in the Consultant Guidelines.
