Assignment Title: Environmental Impact Assessment of Halon Recovery and Hazard Waste Identification

Reference No. (as per Procurement Plan): HAL-12-TA-2

The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the Sector Plan for Phase out of Halon, and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include by environmental impact assessment (EIA) of halon recovery and hazard waste identification for recovered halon. The main objective of the project is: a) to confirm whether recycled halon should be administrated as hazard waste; b) make EIA to the whole process of halon recovery; c) provide environmental protection regulations, rules and local management policy related to halon recovery; d) provide a list of required environmental certificate and qualification for the entities of halon bank system. The period covers 10 months from contract signing date.

The Foreign Economic Cooperation Office of Ministry of Environmental Protection (FECO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are: a) Familiar with halon phase-out sector plan; b) has environmental assessment qualification and experience; c) familiar with hazard waste disposal and transportation; d) familiar with environmental protection policy-making and practice, familiar with environmental department working routine and how to apply the required qualification.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [May 2004] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Selection Based on Consultant's Qualifications (CQS) ” method set out in the Consultant Guidelines.
