Assignment Title: Investigation of Halon Recycle and Reuse in China

The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the Sector Plan for Phase out of Halon, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include by Investigation of Halon Recycle and Reuse in China (Jiangsu province). The main objective of the project is: to Investigate the halon stock and main users/keepers in Jiangsu in order to establish accurate inventory of halon in the market; to record all the halons found in the investigation; to provide experience and suggestions to future nation-wide halon investigation and development of halon inventory; and to provide suggestions on halon bank establishment. The period covers 4 months from contract signing date.
The Foreign Economic Cooperation Office of Ministry of Environmental Protection (FECO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: a) familiar with the Montreal Protocol and its phase out requirements; b) understand the Chinese halon phase out policy and regulation; c) experienced in managing and conducting investigation on fire fighting industry; d) have experienced technical support staff members; e) familiar with relevant environmental protection policies.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [May 2004] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the “Selection Based on Consultant's Qualifications (CQS)” method set out in the Consultant Guidelines.
