Bidding Announcement for Selection and Promotion of Alternatives to DDT Containing Antifouling Paint under GEF/UNDP Alternatives to DDT Usage in the Production of Antifouling Paint Project

Background

 

In order to fulfill Stockholm Convention on Persist Organic Pollutants, realize relevant requirements on reducing and eliminating DDT usage in the production of anti-fouling paint(AFP) in National Implementation Plan for Stockholm Convention on Persist Organic Pollutants, Ministry of Environment Protection (MEP) and United Nations Development Program (UNDP) cooperatively developed a Global Environmental Facility (GEF) funded “Alternatives to DDT Usage in the Production of Antifouling Paint Project” (hereinafter to be referred as “Project”).

 

Since the project started in October 2007, tremendous efforts have been made in the alternatives screening. By now, the methodology for environment friendly anti-fouling paint evaluation was developed, First Stage of screening and evaluation was complete by successfully selecting 14 environment friendly alternatives, and the production, sale and usage of environment friendly alternatives was effectively promoted by implementing stimulus plan. Affected by the project, related research institutes and plants developed more anti-fouling paint without DDT. In order to screen and evaluate the performance and environment friendly character of new anti-fouling paints, and promote the production and application of environment friendly no-DDT anti-fouling paints by continuing implementing stimulus plan, Foreign Economic Cooperation Office (FECO) of Ministry of Environment Protection (MEP) is planning to choose one consulting firm by competitive bidding, carry out Second Stage anti-fouling paint alternatives screening, and assist organization of stimulus plan.

   

Objectives

 

The recruited service aims at screening and evaluation of 10-15 newly developed AFP products as the environment friendly alternatives, bringing up with these AFP products’ information, meanwhile, providing the technical support to anti-fouling paint alternatives stimulus plan implementation in the project.

 

Activities

  1. Develop second stage AFP alternatives screening and evaluation proposal, according to Anticorrosive and antifouling paints system for ship hull (GB/T 6822-2007), Technical requirement for environmental labeling products Ship anti-fouling paints (HJ 2515-2012) , and relevant evaluation methods and requirements of anti-fouling paints’ performance and environmental friendly character developed under GEF/UNDP AFP project.  
  2. Launch a survey within the anti-fouling paints industry, investigate and get a thorough understanding of the new product development and application situation in the AFP industry; encourage research institutes and production plants of AFP to participate in the AFP alternatives screening activity by promoting training and publicity campaign.  
  3. Organize the screening and assessment procedure, having the research institutes and production plants who are interested in the program to prepare relevant documents and samples of AFP alternatives, and participate in the screening and evaluation.  
  4. Review the documents, find an accredited testing organization to perform necessary test on physico-chemical properties, panel experiment, and toxicity test and evaluation for all samples received.  
  5. Bring up the need for risk assessment of all tested samples. UNDP or FECO will hire qualified specialist to undertake the risk assessment work.  
  6. Based on results of above review, test and risk assessment, complete an evaluation report which includes all tested products’ performance and environment friendly character.  
  7. Organize an AFP alternatives screening summary & advertising meeting, and publicize the formulation of qualified AFP alternatives through relevant media.  
  8. Assist FECO to organize Second and Third Stage Incentive Programs, be responsible for technical review of ‘incentive fund application’ submitted by production plants (around 10), participate in the mid-term inspection and final check, and develop mid-term and final technical review report.

Qualifications

 

The bidder (including primary party of the consortium) shall be qualified for:

  1. An independent legal person and being commit to abide by Tendering and Bidding Law and related national laws and regulations;  
  2. Familiar with marine antifouling paint techniques and current AFP development situation both domestically and internationally, and has a good understanding of policies and regulations of related marine antifouling paint industries in China;    
  3. Has good communication and coordination skills, and has good connections with marine antifouling paint research institutes and plants nationwide;  
  4. Has a sound organizational structure and talent pool that are familiar with related industry policies, techniques and management;  
  5. Has the capability and extensive experience of promoting production and consumption within the AFP industry, application and cooperation of new techniques, and training and dissemination.    
  6. Knowing related requirements in Stockholm Convention and convention implementation progress in China and having experience of international cooperation program will be a plus.
