Assignment Title: Investigation and Verification on Feedstock Users and Producer of Halon 1301
Reference No. (as per Procurement Plan): HAL-12-TA-5

The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the Sector Plan for Phase out of Halon, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Investigation and Verification on Feedstock Users and Producer of Halon 1301. The main objective of the project is: to verify the recording data (2010-2012) of the related enterprises, to promote the management of halon producing, storage, transportation and using, and to confirm that the targetted enterprises have no illegal halon producing/using activity. The period covers 5 months from contract signing date.

The Foreign Economic Cooperation Office of Ministry of Environmental Protection (FECO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: a) have sufficient human resources to complete the consulting services ; b) be familiar with chemical process and related technologies for halon’s production and usage, and have industrial experts who are experienced in related aspects of halon’s production; c) be familiar with ozone layer protection policies, Montreal Protocol and China’s phase-out plan for Halon sector; d) have the capabilities of initiating enterprise investigation and related experience; e) having considerable English writing capability.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [May 2004] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Selection Based on Consultant's Qualifications (CQS)” method set out in the Consultant Guidelines.
