Assignment Title: Selection of An Implementation Supporting Agency (ISA) for PU Foam Sector

Reference No. (as per Procurement Plan): CS-8

 

The Government of the People's Republic of China has received a grant from the Multilateral Fund of Montreal Protocol through the World Bank toward the cost of the Polyurethane (PU) Foam Sector Plan for Phaseout of HCFC-141b in Phase I, and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include implementation service for 4 annual programs under PU foam sector plan (phase I) and cover four years period from May 2013 to May 2017.

 

In order to meet the compliance target in PU foam sector by 2015, around 25 projects need to be carried out and the assistance from the ISA is essential for FECO to complete the project on time. The Foreign Economic Cooperation Office of Ministry of Environmental Protection (FECO) would like to hire an ISA to assist FECO for project management for 25 projects in 2013. FECO is responsible for routine management of ODS phase-out activities under PU Foam Sector Plan.

 

FECO now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as following: 1) extensive background knowledge of the Montreal Protocol, PU Foam Sector Plan and project implementation under Montreal Protocol, 2) at least four years working experiences in project management for ODS phase-out, 3) substantial experience on the cooperation with Chinese government or government organization, 4) all of the team members employed by the consultant continually for at least one year, 5) at least five staff for this assignment, including three project team members, a financial manager and a team leader, and 6) the 5 team members will be respectively involved in the implementation of the sector plans,7) be able to provide adequate foam technical experts to assist the project implementation, either from in-house, or by recruited from outside.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Consultant Guidelines.
