Assignment Title: Investigation on Feedstock Applications of HCFCs
Reference No. (as per Procurement Plan): CFC-13-TA-1

The Government of the People’s Republic of China has received financing from the World Bank toward the cost of Phasing out of HCFCs Production, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include by having a fully understanding on the current situation of the HCFC used as feedstock in China and analyzing the development trend of the feedstock use of HCFCs, as well as putting forward suggestions to strengthen management of HCFCs feedstock use . The contract duration is 5 months and the estimated staff months is 15 months .

The Foreign Economic Cooperation Office of Ministry of Environmental Protection (FECO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1) has more than ten years experiences and background in chemical engineering and technology or similar project implementation; 2)has channel to collect data and information in chemical engineering industry; 3)has good knowledge of MP guidelines, national ODS phase-out plan and strategy and has similar experiences; 4)has qualified working staff and experts team; 5) has rich experiences in investigation and analysis and report formulation. 6) The selected institute or consulting firm will organize an expert working group and two field investigation teams to undertake the tasks specified in this TOR.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [May 2004] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Quality-and-Cost-Based Selection (QCBS)” method set out in the Consultant Guidelines.
