RUI-On-site Disbursement Verification for Beneficiary Enterprises in the PU Foam Sector

The Government of the People’s Republic of China has received from the Multilateral Fund of Montreal Protocol through the World Bank toward the cost of 2012 annual program under the Sector Plan for Phase out of HCFC-141b in the PU Foam Sector in China (phase I), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include carrying out on-site verifications to 31 beneficiary enterprises under the 2012 annual program, collecting evidentiary data information and submitting financial evaluation reports on each visit in terms of the use of grant, financial management status and conditions of foaming equipment, etc.

The Foreign Economic Cooperation Office (hereafter referred to as FECO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Have at least five years of experience of carrying out enterprises financial verification and preparation of project financial verification reports with concrete successfully completed similar assignments before.

b) Have the ability to customize feasible and reasonable verification plan and qualified financial experts for the assignments.

c) Consultant that is familiar with the project implementation procedure of Multilateral Fund project, ozone protection work and background of foam industry in China and that has verification experience in Ozone Depleting Substances phase-out projects is preferred.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [Jan 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Selection Based on Consultant's Qualifications (CQS) ” method set out in the Consultant Guidelines.
