The Government of the People’s Republic of China has received the funding for HCFC phase-out from the Multilateral Fund of Montreal Protocol. World Bank is the international implementing agency.

According to the Sector Plan for Phase out of HCFC-141b in the PU Foam Sector in China (phase I), refrigerators/freezers, reefer containers and small household appliances sub-sectors are selected as main sub-sectors to phase out HCFC-141b in 2015 and the bans on the use of HCFC-141b as blowing agent in the three sub-sectors will be issued in order to complete phase-out the HCFC-141b in the three targeted sub-sectors.

This consulting services (“the Services”) include 1) collecting information of the three target sub-sectors through on-site visits to the foam companies and questionnaire, 2)  organizing consultation meetings to find out what kind of assistance the enterprises need in phasing out HCFC-141b, 3) providing evaluation reports on the impact of issuing bans on use of HCFC-141b in the three sub-sectors and proposing recommendations to address the impacts, and 4) completing the draft notice of the bans, etc.

The Foreign Economic Cooperation Office (hereafter referred to as FECO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Familiar with PU foam industry and the three sub-sectors, namely refrigerators/freezers, refrigeration containers and small household appliances sub-sectors, and rich in experience of industrial-level survey;
b) Familiar with Multilateral Fund projects of Montreal Protocol and the Sector Plan for Phase out of HCFC-141b in the PU Foam Sector in other countries in Asia, and the experience in China will be an advantage;
c) Familiar with HCFC-141b alternative technologies.  

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [Jan 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Selection Based on Consultant's Qualifications (CQS) ” method set out in the Consultant Guidelines.
