Assignment Title: Independent Verification of BAT/BEP Investment Performance

The Government of the People’s Republic of China has received financing from the Global Environmental Facility (GEF) through the World Bank toward the cost of the Dioxins Reductions from the Pulp and Paper Industry Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include (a)baseline verification, including conventional pollutants and dioxin release data and production information collection and verification before the BAT/BEP investment of the four demo mills located respectively in  China’s Henan Province, Hunan Province, Guangxi Zhuang Autonomous Region and Sichuan Province; (b) reality and conformity verification after the completion of the BAT/BEP investment in each mill, including verification of implementation of  the four mills’ finance, procurement, construction and equipment installment and the conformity of such activities with the Performance-Based Financing Agreements signed by the four mills ; (c) performance verification, including environmental performance and production information collection and verification after each mill has obtained commissioning certificate and has been in continuous operation for at least one year.

The estimated manpower input is approximately 178 person* day. Detailed Services and requirements could be seen in the attached Terms of Reference.

The Foreign Economic Cooperation Office, Ministry of Environmental Protection of China (FECO/MEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The consultant shall be an independent legal (Expression of Interest will be rejected if the consultant is not an independent legal);
2. Audit firm with industrial sector investment auditing/verification experience.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Selection Based on the Consultants’ Qualifications (CQS) ” method set out in the Consultant Guidelines.
