Assignment Title: Training for Bioassay Method and Verification of Capacity Building

The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the Dioxins Reduction of Pulp and Paper Industry Project, and intends to apply part of the proceeds for consulting services.


The consulting services (“the Services”) include:


1.Prepare detailed training plan and compile the training materials according to the TOR of this project

2.The first round training. The consulting firm needs to carry out the theory education and operational skills training for the four labs’ trainees. The theory education including but not limited to the safe notice and management of the lab, dioxin bioassay procedures and analysis methods and QA/QC etc. The operational skills training including but not limited to the pre-treatment, sample detection and data analysis etc. This round training will last no less than 7 days;

3.The second round training. The consulting firm needs to organize an advanced training to solve the problems which four local dioxin bioassay technicians encountered during their daily operation. Most advanced training will be carried out in the labs. This training will last no less than 3 days;

4.Verification of detection capacity. After the first two rounds’ training, intercalibration checking work should be carried out to review and evaluate the training results.


The duration of this contract will be about 1 year.


The Foreign Economic Cooperation Office, Ministry of Environmental Protection of China (FECO/MEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1.Has access to a certified dioxin lab;

2.The dioxin lab should be under normal operation at least 3 years;

3.Being capable of and extensive experiences in sampling and comprehensive analysis of environmental media and dioxin in pollutant sources;


The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.


Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.


A Consultant will be selected in accordance with the “Selection Based on the Consultants’ Qualifications (CQS)”method set out in the Consultant Guidelines.
