Assignment Title: International Consulting Firm on Technical Support for Project Implementation for China Contaminated Site Management Project

The has received financing from the World Bank toward the cost of the China Contaminated Sites Management Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is to help FECO to ensure technical decisions and actions comply with the overall objective of the project, transfer international knowledge and experience on contaminated site management to China, and help FECO to review key project activity outputs on policy recommendations, technical guidelines, training materials, POPs contaminated site database design and site contamination cleanup and prevention.  

The Foreign Economic Cooperation Office now invites eligible international consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

i).      More than 10 years of international experiences of cleanup and management at complex contaminated sites, preferably, rich experience with POPs contaminated site investigations and remediation. The consulting firm should have completed at least 2 projects providing similar contaminated site management or cleanup servicing experience in the recent 5 years.

ii).    More than 3 years of experience on site cleanup and pollution prevention training.

iii). More than 5 years experiences of studying policy and technical guidelines related to contaminated site. Familiarity with China’s existing regulations/technical guidelines on site cleanup, and capacity building needs on contaminated site management.

iv).   Be familiar with the environmental and social management system for pollution prevention, preferably, rich experience with soil and groundwater pollution prevention and early-warning system.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January, 2011(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultants’ Qualification method set out in the Consultant Guidelines.
