I. Project background
To meet relevant requirements of the National Implementation Plan (NIP) for Stockholm Convention on Persistent Organic Pollutants (POPs) to control and gradually eliminate the potential environmental safety risk of POPs contaminated sites and protect the ecological environment and human health, Foreign Economic Cooperation Office (FECO) cooperates with the World Bank to implement the China Contaminated Site Management Project (hereinafter referred to as the project). The project was approved by the Bank and GEF in April 2015 and is expected to become effective in September 2015 and be implemented over a seven year period till 2021. The international implementation agency of GEF is the World Bank, and the national implementation agency is FECO. Chongqing Municipality and Liaoning Province are the demonstration provinces under the project. The project aims to improve the country’s capacity for managing site contamination, and demonstrate environmentally sound identification and cleanup of sites contaminated with POPs and other hazardous chemicals.
In order to effectively organize and implement the project activities, it is proposed to employ an international expert with substantial international and domestic experience in site pollution prevention at source. The expert is expected to provide sound technical support to FECO project team during implementation of pollution prevention relevant project activities. The expert’s existing job must not obstruct the performance of service provided for this project, please find detailed qualification requirement in the Terms of Reference (TOR).
FECO hereby invites eligible experts to provide resume, the resume should include information demonstrating the expert has the required qualifications and relevant experience to perform the services. Please find the format of the resume in the attached file.
II.Scope of Work
The work scope includes but not limited to:
1.Provide policy recommendation reports on practicing site pollution prevention at source in China.
2.Provide technical reports on international experience in the field of site pollution prevention.
3.Assist in the studies on pollution reduction in the supply chain of commercial and domestic products and agricultural POPs to prevent soil and groundwater pollution at source, help FECO finish the concept proposal for reduction of hazardous chemicals in the supply chain to prevent soil and groundwater pollution in potentially interested cities or provinces
4.Provide technical support and comments for the activities conducted by FECO and two PMUs, such as policy researches, technical guidelines, training materials, etc.
5.The project will establish a soil and groundwater early-warn system in an Industry Park. The consultant should visit the Industry Park and provide technical supports.
6.Attend international workshop, training, World Bank’s implementation support missions (about twice a year), and technical discussions and coordination of key problems as needed.
7.Other consultancy work related to soil and groundwater pollution prevention in the project activities as requested by FECO.
III.Qualification requirements
(1) The expert taking on this assignment shall meet the following requirements:
1.Be familiar with the requirements of Stockholm Convention with background in field of POPs;
2.More than 10 years of experiences of sites management;Rich experience in soil and groundwater pollution management, or chemical management;
3.Familiar with developed countries and China’s existing regulations/technical guidelines on sites pollution prevention and World Bank’s safeguard policies and performance standards on environmental and social sustainability;
4.Prefer to good communication skills in Chinese and English.
IV.Time requirements
The consulting service will last from April 2018 to March 2020.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January, 2011(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
An international expert will be hired for this assignment through Individual Consultant selection.
This assignment will be a lump-sum contract from March 2018 to March, 2020.
Travel cost will be reimbursed against actual expenditures.
