The Plan of Action to Implement the ASEAN-China Comprehensive Strategic Partnership (2026-2030) proposed to "enhance exchanges and cooperation in areas such as marine plastic reduction, low-carbon development and circular economy, green finance, and climate investment and financing." In November 2021, President Xi Jinping delivered a significant speech at the ASEAN-China Special Summit Commemorating the 30th anniversary of ASEAN-China Dialogue Relations. He emphasized the need to "enhance cooperation on green finance and green investment to support regional low-carbon and sustainable development." The China-ASEAN Free Trade Area 3.0 Upgrade Protocol, officially signed in October 2025, explicitly proposed to "strengthen cooperation in mutually concerned areas such as green trade, green investment, and green finance, providing support for regional low-carbon, climate-resilient, and sustainable development to achieve common prosperity."
In recent years, China has continuously strengthened and refined its top-level design for green finance development, establishing a policy framework that encompasses five pillars: defining standards, environmental information disclosure, incentive mechanisms, product systems, and international cooperation, while setting phased long-term goals. Meanwhile, according to the ASEAN Taxonomy for Sustainable Finance, green finance development in ASEAN is distinctly characterized by balancing "international credibility" with "regional inclusivity," emphasizing support for a smooth and pragmatic low-carbon and energy transition through a multi-tiered classification mechanism. Therefore, conducting knowledge exchanges focused on ASEAN-China green finance best practices will better facilitate the concentration of financial resources in key areas such as regional green industries, ecological protection, and clean energy, helping the region cultivate new productive forces and achieve green, low-carbon, and high-quality development.
To thoroughly implement the important consensus of the leaders and continuously deepen pragmatic regional green finance cooperation, the China–ASEAN Environmental Cooperation Center (CAEC) and the Foreign Environmental Cooperation Center of the Ministry of Ecology and Environment of China (FECO), in collaboration with the National Committee of the Chinese Financial Workers' Union and other institutions, are co-initiating the 2026 ASEAN-China Green Finance Best Practice Cases event. Under the theme "Sharing Green Finance and Investment Practices, Advancing Regional Low-Carbon Development," the event will focus on green finance governance mechanisms and broadly invite green finance practices implemented by financial institutions and enterprises within the ASEAN region. This includes cases related to mechanisms, standards, and technologies in green finance strategy, institutional environmental risk management, green resource allocation, and green information disclosure. Selected outstanding cases may be invited to the ASEAN-China Environmental Cooperation Forum 2026 and the Hong Kong Special Showcase Event, both scheduled for September 2026. At these events, the cases will be shared internationally through expert seminars and dissemination of results. The relevant details are hereby notified as follows:

II. Objectives
1. Fully implement the guiding principles outlined in President Xi Jinping's speech at the ASEAN-China Special Summit commemorating the 30th anniversary of ASEAN-China Dialogue Relations , as well as the important consensus reached by ASEAN-China leaders. Deeply advance the strategic framework of the Plan of Action to Implement the ASEAN-China Comprehensive Strategic Partnership (2026-2030), focusing on enhancing ASEAN-China exchanges and cooperation in green finance.
2. Develop a collaborative platform for China and ASEAN nations to share green finance practices and pursue regulatory alignment. This initiative aims to promote green finance to better support the regional real economy and facilitate the low-carbon transition, synergize the Global Development Initiative with the ASEAN Community Vision 2045, and inject new green finance momentum into the high-quality development of the ASEAN-China Comprehensive Strategic Partnership, fostering a closer ASEAN-China community with a shared future.
3. Advance pragmatic actions within the framework of ASEAN-China environmental cooperation to achieve tangible results for the launch and implementation of the Framework of ASEAN-China Environmental Cooperation Strategy and Action Plan 2026-2030, while facilitating communication and networking among regional multi-stakeholder partnerships.
III. Submission Proposal
1. Target and Content
Focusing on green finance governance mechanisms, this event targets financial institutions and enterprises, broadly advocating for the implementation of green finance practices within the ASEAN region. It includes case studies related to mechanisms, standards, and technologies in green finance strategy, institutional environmental risk management, green resource allocation, green information disclosure, and climate investment and financing models. The event aims to promote regional mutual learning and the exchange of experiences.
2. Case Requirements
Implemented cases are preferred for this event; however, ongoing projects are also welcome to apply. Submitted cases must be scalable, replicable, and provide an objective analysis of the innovativeness of the management mechanism within the industry. The full length of the submitted case report should generally not exceed 3,000 English words (or 5,000 Chinese characters). Additionally, an authorization letter must be submitted along with the case report. Please ensure that the final showcase materials contain only publicly available information.

5. Case Exchange and Interaction
Outstanding cases may be invited for presentation at the ASEAN-China Environmental Cooperation Forum 2026 (Guangxi, China) and the Hong Kong Special Showcase Event (Hong Kong SAR, China) in September 2026. Experts in green finance from China and ASEAN countries will conduct specialized seminars and engage in in-depth exchanges on the submitted cases.
