The 2nd Workshop under Sino-German Environmental Supervision Training Project was held in Hefei from August 26 to 29, 2010. More than 90 representatives from Environmental Supervision Bureau of Ministry of Environmental Protection (MEP), Foreign Economic Cooperation Office of MEP, Center for Environmental Education and Communication of MEP, Anhui Environmental Protection Bureau, the environmental supervision centers in six major regions, the environmental supervision agencies in more than 30 provinces, autonomous regions and municipalities, as well as GTZ and German experts attended the workshop.
The Chinese and German experts conducted training on 3 topics including environmental permits, dispute resolution and hazards pollutants supervision. The delegates exchanged views on environment legislation and law enforcement in Germany/EU, the permit system under EU’s Integrated Pollution Prevention and Control (IPPC) Directive, detailed process, qualification and capability requirement about pollution supervision, land use planning strategy, risk communication and public participation strategy, systemic evaluation of safety report, trans-boundary water pollution and air pollution conflict resolution. This training helped the Chinese delegates achieve a better understanding on law enforcement and policy system in EU. Communication and interaction between environmental supervision staff were also enhanced through the training.
The Sino-German Environmental Supervision Training Project consists of three workshops. As a positive attempt to seek new resources and explore new methods on environmental supervision training, this training program is a crucial part of several measures taken by MEP to reinforce its capability in environmental law enforcement and team building.
