On August 29, 2012, the Biodiversity Projects Briefing Meeting was held in Beijing. On the occasion the representative from the Department of Nature and Ecology Conservation, Ministry of Environmental Protection (MEP) and Ms. Li Pei, Deputy Director General of Foreign Economic Cooperation Office (FECO, MEP) gave speeches respectively and as many as 50 members on behalf of local Environmental Protection Bureaus from 14 provinces (autonomous regions and municipalities) took part, including Inner Mongolia, Liaoning, Jilin, Jiangxi, Shandong, Henan, Hunan, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Qinghai and Xinjiang.
As a promotional effort to introduce some projects being executed by the FECO, the meeting briefed introduced information on the screening issues of pilot project at the local level in three coherent areas: Development Planning Zones (DPZ) biodiversity mainstreaming, Payment for Ecological Services (PES) legislation demonstration, and biodiversity& origin exploration of traditional culture. The meeting listened to representatives from the provinces (autonomous regions and municipalities) introducing work progress in relevant fields, deepened understanding of the local needs and discussed issues related to collaborations on the project basis. The representative from the Department of Nature and Ecology Conservation required that the opportunity offered by the briefing meeting should be seized and exchanges strengthened to achieve the objectives. Madam Li Pei stressed that local environmental protection departments should avail themselves of the opportunities posed by biodiversity conservation as a whole and international resources that are made available in order to establish networks and strengthen cooperation based on knowledge production and sharing. She also called forth local departments to do their best to push forward prioritized work, get involved in negotiations related to Convention of Biological Diversity (CBD) fulfillment and promote the development of biodiversity related industries in China.
The briefing was a first attempt to select a local partner for demonstration project during program implementation process. It was also an endeavor to advance the work progress of Biodiversity Partnership and Framework for Action programme (CBPF) and its commitment to the biological diversity related special projects of the Ministry of Environmental Protection. Representatives from the Ministry of Environmental Protection spoke highly of the modality of the briefing meeting and the results accomplished. Participants from provinces (autonomous regions & municipalities) expressed a strong desire to subscribing to the application. The meeting was widely deemed to have achieved its desired objectives. |
