Programming of NBSAP Entry-Exit Inspection& Quarantines of Biological Species Resources (Year 2011-2030) Successfully Launched

On February 27, 2013, the inception meeting for development of NBSAP Programme on Entry-Exit Inspection& Quarantines of Biological Species Resources (Year 2011-2030) conducted by Quality Supervision, Inspection and Quarantine of China(AQSIQ) and supported by FECO was successfully held. Cai Lei, Deputy Division Chief of the Department of Nature and Ecology Conservation, MEP, Zhao Zenglian, Deputy Director-General of the Department of Animal and Plant Quarantine Regulatory, AQSIQ, Li Pei, Deputy Director-General of FECO/MEP, Ma Chaode, Project Manager of UNDP China and Li Li, vice president of Chinese Academy of Inspection and Quarantine attended the meeting and respectively delivered speeches. A brief signing ceremony was conducted following the representatives from the project undertaking agencies introducing to participants the overall implementation plan. Ms. Li Pei, on behalf of FECO/MEP signed the agreement with the Chinese Academy of Inspection and Quarantine.

Mr. Zhao Zenglian, in his speech, pointed out that work related to entry-exit inspection and quarantine of biological species resources is an integral part of Convention on Biological Diversity (CBD) implementation process, which lays a solid foundation for the work to be carried out for biodiversity conservation at all levels in China. The quality inspection department will continue to take advantage of its resource reserves and bring technical capabilities into full swing and play a greater role in the protection of biodiversity and species resources.

Madam Li Pei put forward two requirements on the project undertaking agencies in her speech: timelines stipulated in the agreement should be strictly observed so that the programming could be completed on schedule; limited funds should be utilized wisely so the project could be claimed as a success and provide further references for other countries.

The cooperation is one of the activities of the Global Environment Facility (GEF)- Priority Institutional Strengthening and Capacity Development to Implement China Biodiversity Partnership and Framework for Action (CBPF-IS Project), with an aim to push forward quality inspection departments materializing “China National Biodiversity Conservation Strategy and Action Plan (Year 2011-2030)” at both levels of programming and implementation. It is the first cooperative project between FECO/MEP and AQSIQ in the field of biodiversity.
