Explanation meeting for the incentive plan of best available techniques for medical waste centralized incinerators (hereafter “incentive plan”) under the “Global Environment Facility (GEF)-Environmental Sustainability Management Project for Medical Wastes in China” (hereafter “the project”) was held jointly by the Foreign Economic Cooperation Office of the Ministry of Environmental Protection of the People's Republic of China (FECO/MEP) and the United Nations Industrial Development Organization (UNIDO) in Beijing, June 17th 2014. The meeting elaborated application guidance of the incentive plan, answered the questions from interested enterprises and extending the influence of incentive plan. The delegates were from interested medical waste incineration disposal centers, UNIDO, FECO/MEP and etc.
The incentive plan is an important component of national replication activities under the project, which intended to use incentive approach to support and reward the first 15 centralized incineration facilities reaching the requirement of BAT/BEP and the dioxins emission standard of 0.1 ng TEQ/Nm3.
At present, most of facilities of medical waste disposal centers nationwide are entering into a period of facilities’ updating and retrofitting, thus it is of great significance to guide enterprises to apply technologies which are more environmentally friendly and stable to control dioxin emissions. FECO/MEP is carrying out aforesaid incentive plan with funds from GEF, which will improve the management of incineration facilities of medical waste, facilitate the reduction of dioxins emission to reach the requirements of the convention steadily, promote the realization of the objective of dioxins emissions reduction in the medical waste disposal industry, and make substantive contribution for ecological civilization and human health protection.
