Research Team of FECO to Xinjiang to carry out research on the Demonstration of Mercury Reduction and minimization in the Production of Vinyl Chloride Monomer in China

Li Yuan, Secretary of the Communist Party Committee and Deputy Director-general of FECO, leading a research team to Xinjiang Province, carried out research on mercury pollution prevention and control in calcium carbide method-PVC production enterprises and waste mercury catalyst recovery enterprises in Urumqi, Shihezi, Changji and Tacheng and communicated and discussed with local environmental protection departments in terms of Minamata convention implementation in calcium carbide method-PVC industry from October 15th to 18th in 2018.

Field research was carried out by the research team in calcium carbide method-PVC production enterprises and waste mercury catalyst recovery enterprises including Xinjiang Zhongtai (Chemistry) Co., Ltd., Xinjiang Yihua Chemicals Co., Ltd., Xinjiang Tianye Co., Ltd., and Xinjiang Hongfa Chemical Products Co., Ltd. Following the introduction from staff, it was emphasized by Secretary Li Yuan that enterprises should assume the main responsibility, earnestly fulfill the requirements of reducing the amount of mercury used per unit by 50% in the PVC industry by 2020 under the Convention, and promote convention implementation in PVC industry by reducing mercury use and emission, motivating research and demonstration of mercury free catalyst, reducing the use of mercury from its source and strengthening the whole-process monitoring and management of mercury.

Views concerning pressure and challenges in convention implementation, and further supervision and requirements from key provinces on key enterprises were exchanged between the research team and relevant responsible persons from Xinjiang Department of Environmental Protection and Environmental Protection Bureau of Xinjiang Production and Construction Corps during the visit. Secretary Li Yuan stressed the supervision responsibility assumed by related local administrative departments for environmental protection to ensure a sound fulfillment of the tasks and objectives of convention implementation.

The relevant responsible persons from Mercury Convention Implementation Division of FECO also participated in the field research.
