Delegation of China attended the Thirtieth Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer

The Thirtieth Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer(hereinafter referred to as the Protocol)was held in Quito, Ecuador, from 5 to 9, November 2018. Over 600 participants from 170 countries were present at the meeting. Delegation of China, consisting of Ministry of Ecology and Environment and Ministry of Foreign Affairs, attended the meeting.


Head of Delegation of China introduced, at the high-level segment, the achievements of ecological civilization development and ecological environmental protection as well as the progress of compliance with the Protocol of China, emphasizing that China had always taken a consistent “zero tolerance” position towards illegal ODS related activities. Violations, if spotted, will be severely punished. 

The delegation held meetings respectively with the Ozone Secretariat and Head of Delegation of the United States and exchanged opinions on issues of both concern.


The Protocol is recognized as the most successful multilateral environment convention by the international community. Thanks to concerted efforts of the parties in the past three decades, depletion of the ozone layer has been effectively mitigated. Significant environmental and health benefits hashave? been achieved. Phasing out about 280 kilo tonnes of ODS, China contributed more than half of the elimination by all the developing countries and made significant contributions to the compliance of the Protocol.
