Meeting to Commemorate the 2020 International Ozone Day in China Held Online

  The Meeting to Commemorate the 2020 International Ozone Day in China was held by the Ministry of Ecology and Environment (MEE) on September 16, with the theme of "Strengthen the Supervision and Management for Implementation of the Montreal Protocol and Build a Long-term and Sustainable Compliance Mechanism ". Mr. Zhao Yingmin, Vice Minister of MEE attended and addressed the meeting.

   

  The meeting noted that this year marks the 35th anniversary of the Vienna Convention for the Protection of the Ozone Layer (hereinafter referred to as the Convention). Over the past 30 years, China has earnestly implemented the relevant requirements of the Convention and the Montreal Protocol on Substances that Deplete the Ozone Layer (hereinafter referred to as the Protocol), enacted and enforced more than 100 policies and regulations including the Regulation on the Management of Ozone Depleting Substances, and successfully implemented 31 ozone depleting substances (ODS) phase-out plans in sectors including chemical production, fire fighting, refrigeration, foam, solvent, tobacco, etc., making positive contributions to the protection of ozone layer and the reduction of greenhouse gas emissions. In particular, since the beginning of this year, China strives to overcome the impact of the COVID-19 pandemic and fully completed all tasks related to the implementation of the Protocol.

   

  The meeting stressed that the Protocol and its Kigali Amendment are historic achievements of the cohesive consensus and collective collaboration from the international community. It is necessary to firmly uphold multilateralism, safeguard the global cooperation in the field of ecological environment including the Protocol, and effectively protect the Earth, the only home of human beings.

   

  The meeting pointed it out that this year is a significant year for China to mark a milestone in implementing the Protocol. It is necessary to adhere to follow the guidance of Xi Jinping's thoughts of ecological civilization, uphold the important concept that lucid waters and lush mountains are invaluable assets, firmly follow the path of prioritizing ecology and pursuing green development, strictly fulfill all tasks for implementing the Protocol, and ensure achievements of the targets stipulated by the Protocol. The work of protecting the ozone layer should be included in the 14th Five-Year Plan of local authorities at all levels, to further develop a working mechanism with clear division of responsibilities, coordination and cooperation, coherent information delivery, and an life-cycle implementation governance system which will cover all fields, constantly improve governance capacity and make due contributions of China to sustainable compliance with the international conventions.

   

  At the meeting, relevant officials of Ministry of Foreign Affairs and General Administration of Customs, representatives of United Nations Development Programme, officials of Shanghai Municipal Bureau of Ecology and Environment and Ecology and Environment Bureau of Shandong Province, as well as representatives of industrial associations delivered speeches. The Department of Atmospheric Environment of MEE presented a progress report on the work of ozone layer protection. A live connection was conducted with a carbon tetrachloride (CTC) by-production enterprise and the on-site inspection supervisory working group. The video titled "Ozone for Life: 35 years of ozone layer protection" was also played at the meeting.

   

  The meeting was held via video conference. The meeting was attended by more than 200 people from international agencies and bilateral and multilateral organizations such as United Nations Development Programme, United Nations Environment Programme, United Nations Industrial Development Organization, the World Bank and GIZ, as well as member ministries of the National Leading Group for the Protection of the Ozone Layer, related departments and bureaus of MEE, ecological and environmental departments/bureaus of all provinces/autonomous regions/municipalities and Xinjiang Production and Construction Corps, domestic research institutions, industrial associations, enterprises, and China Implementation Expert Panel.
