Adoption of Green and Low-carbon Alternative Technologies in HCFCs Phase-out Projects in Consumption Sectors in China

  Ensuring the Realization of HCFCs Phase-out Targets as Scheduled and Facilitating Green and Sustainable Development of Sectors:Adoption of Green and Low-carbon Alternative Technologies in HCFCs Phase-out Projects in Consumption Sectors in China.
  The international community concluded the Vienna Convention for the Protection of the Ozone Layer in 1985 and the Montreal Protocol on Substances that Deplete the Ozone Layer in 1987 to protect the ozone layer. The Executive Committee of Multilateral Fund for the Implementation of the Montreal Protocol approved China's HCFCs phase-out management plans in 6 consumption sectors, including polyurethane foam, extruded polystyrene foam, room air conditioner, industrial and commercial refrigeration, solvent and refrigeration servicing including enabling components at its 64th and 65th meetings in 2011 and 77th meeting in 2016. The HCFCs phase-out stage targets have been realized through the implementation of phase-out projects, technical assistance activities as well as policy measures.
  So far, in order to achieve the stated targets, 5 sectors including polyurethane foam, extruded polystyrene foam, room air conditioner, industrial and commercial refrigeration and solvent have selected different alternative technologies which are ozone layer friendly, climate friendly, green and low-carbon alternative technologies with zero ozone-destroying potential and low global warming potential to carry out the production line conversion according to product features and performance requirements of respective sectors. A total of 143 conversion projects have been completed. The adoption of these alternative technologies has made a positive contribution to reducing greenhouse gas emissions while protecting the ozone layer, not only achieving environmental benefits, but also generally improving the production process of enterprises.
