From August 1st to 2nd 2022, the 2022 Ozone2Climate Technology Roadshow and Industry Roundtable Series Activities, jointly organized by United Nations Environment Programme (UNEP), United Nations Development Programme (UNDP), Foreign Environmental Cooperation Center of the Ministry of Ecology and Environment (FECO) and China Refrigeration and Air-Conditioning Industry Association (CRAA), were successfully held in China Refrigeration Expo 2022 (Chongqing). Since it was first held in 2012, the event has become a flagship activity of China Refrigeration Expo, which has played a positive role in protecting the ozone layer and promoting the green development of refrigeration and air conditioning industry. Mr. Dong Wenfu, division chief of ozone layer protection, the atmospheric environment department of the Ministry of Ecology and Environment (MEE), Mr. Zhang Zhaohui, vice president and secretary-general of CRAA, attended and addressed the Roundtable. Mr. Li Yonghong, deputy director general of FECO, Mr. James George, deputy resident representative of UNDP China, and Mr. James S. Curlin, head of Ozone Action Branch of UNEP gave speeches through online.
Mr. Li Yonghong, deputy director general of FECO, delivered an online speech at the opening session. He said the Ozone2Climate Technology Roadshow and Industry Roundtable is an important platform to promote the green development of the industry, this activity has been committed to sharing ozone layer and climate friendly technology innovation and market information of the ICR industry domestic and overseas, to promote the green and sustainable development of the industry. The ICR industry has to achieve the target of 67.5% reduction in the baseline level of HCFCs by 2025, and a complete elimination of manufacturing consumption by 2030, which is a long and heavy way to go. At the same time, As China formally accepts the Kigali Amendment in 2021, the control of hydrofluorocarbons (HFCs) has been put on the agenda. China will face the double pressure of implementing emission reduction by HCFCs and HFCs. We need all parties to continue to build consensus and work together to promote the research and application of green, efficient and safe substitutes and alternative technologies while strictly implementing the performance tasks and ensuring the achievement of the performance targets.
Mr. Dong Wenfu, division chief of ozone layer protection, the atmospheric environment department of MEE, emphasized in his address that at present, there are not many alternatives with independent intellectual property rights in China, and it is hoped that the industry enterprises could give full play to their innovation capabilities and actively develop low-carbon environmental friendly refrigerants and related technologies, pay attention to the recycling and destruction of refrigerants, to reduce directly emission of refrigerant and achieving win-win economic and environmental benefits will also contribute to the realization of Caron-Neutrality target in China.
Mr. James S. Curlin, head of OzonAction Branch of UNEP, stated that, the production of environmental friendly and energy-saving RAC equipment is the direction of global counterparts, as the world's largest producer and consumer of RAC equipment, the ICR sector is facing multiple opportunities and challenges such as transformation and upgrading, industrial chain adjustment, substitution for HCFCs and high GWP HFCs. UNEP will continue to work passionately with all stakeholders, in particular the refrigeration industry, the environment and climate department and the standards/safety department in various countries, to promote the production and use of ozone-friendly products.
Mr. James George, deputy resident representative of UNDP China, sent a video message. He said, in China, UNDP works closely with FECO and CRAA to implement the HCFCs Phase-out Management Plan(HPMP) for China’s ICR sector, to jointly address the HCFCs phase-out challenge, and eagerly hopes to provide all participants with information and options on existing or emerging appropriate alternative technologies through the presentations and contributions of internationally renowned internal and domestic experts at the Roundtable, including their analysis of global policies and technologies.
Mr. Zhang Zhaohui, vice president and secretary-general of CRAA, introduced the Roundtable and Roadshow event has now become one of the most large-scale and influential events among peers around the world, and it is also a brand event project with great popularity and international attention in China Refrigeration Expo. Through this activity, it has played an indispensable role in guiding the industry to take the road of green and sustainable development and the realization of global implementation goals, and has made positive contributions.
The Roundtable included keynote speeches, policies and challenges, air conditioning and cold chain technology, and good maintenance of servicing topics. Representatives and experts from relevant international institutions, enterprises, universities and other institutions shared the latest implementation management policies, technological progress and practical experience at home and abroad. The conference also opened online meeting simultaneously, about 50 representatives from Japan, Iran, Thailand, Pakistan, Mongolia, Indonesia, the Philippines and other countries ozone institutions and industry have participated the roundtable through on-line.
Meanwhile, the exhibition area of the technical road show showcases the policies, measures, actions and results of China's implementation of the Montreal Protocol, and the progress of refrigerant replacement in ICR sector. Industry enterprises were invited to show the latest solutions and application results of zero ODP, low GWP and high efficiency energy saving alternative technologies such as CO2, NH3, HC, R-32 and HFO.
