China–Africa Green Envoys Program: Asia–Africa Climate Investment and Financing Capacity Building Activity Held in Guangzhou

From June 23 to 24, 2026, the “China–Africa Green Envoys Program: Asia–Africa Climate Investment and Financing Capacity Building Activity” was successfully held in Guangzhou, Guangdong Province. The event was organized by the China–Africa Environmental Cooperation Center / China–ASEAN Environmental Cooperation Center / Foreign Environmental Cooperation Center of the Ministry of Ecology and Environment of China (hereinafter referred to as the Center), co-organized by the Department of Ecology and Environment of Guangdong Province, and supported by the Children’s Investment Fund Foundation (UK) Beijing Representative Office and the Guangzhou Nansha Guangdong–Hong Kong–Macao Greater Bay Area Climate Investment and Financing Center. Representatives from the Consulates of African countries in China, including Ghana, Mali, and Zambia, the Secretariat of the Association of Southeast Asian Nations (ASEAN), as well as representatives from ASEAN and African countries, and experts from relevant research institutions and organizations participated in the event.
At the opening session, the Center representative noted that developing countries face shared challenges in climate change, energy transition, and sustainable development, and emphasized climate investment and financing as a key tool to bridge the green funding gap and support low-carbon projects, while calling for strengthened South–South cooperation through existing China–ASEAN and China–Africa platforms. The representative of the Consulate General of Ghana in Guangzhou, Mr. Obed Karl-Buah, highlighted Africa’s abundant renewable energy potential and expressed expectations for enhanced international cooperation in clean energy investment, green finance, and sustainable development. The representative of the Department of Ecology and Environment of Guangdong Province, Chen Yijun, introduced Guangdong’s experience in climate investment and financing pilots, renewable energy, and green industry development, and noted efforts to better align Guangdong’s green technologies and services with the needs of Asian and African countries.
On the morning of June 23, participants engaged in discussions on climate investment and financing and low-carbon industrial transformation at the Guangzhou Nansha Guangdong–Hong Kong–Macao Greater Bay Area Climate Investment and Financing Center. After learning about policy frameworks and practical progress in climate investment and financing mechanism innovation, industrial development, and project implementation in Guangdong and Guangzhou, participants noted that climate investment and financing serves as a key bridge guiding social capital toward low-carbon sectors, providing essential financial support for early-stage project preparation and technological development. China’s experience offers important references for African and ASEAN countries in applying green financial instruments, mobilizing low-carbon investment, and promoting green transition.
In the afternoon of June 23, participants visited Guangzhou Development Nansha Power Co., Ltd. and Guangdong Aofei New Energy Co., Ltd. to learn about natural gas power generation applications and photovoltaic energy storage scenarios, as well as supporting energy service infrastructure in industrial parks. They also exchanged views on technological pathways and business models in distributed energy, photovoltaic energy storage, and charging infrastructure.
On the morning of June 24, participants visited the Nansha Circular Economy Industrial Park to explore solid waste treatment, thermal power generation, biomass utilization, and photovoltaic energy recycling practices. The integrated development of waste management, renewable energy utilization, and park-based governance was recognized as a practical model for improving urban resource efficiency and advancing green and low-carbon infrastructure development, offering valuable insights for circular economy development in African and Asian regions.
The event aimed to share China’s policy experience and practical cases in climate investment and financing, green finance, energy transition, circular economy, and low-carbon development, promote environmental and climate policy exchange and sustainable development knowledge sharing among Asian and African regions, and support deeper green low-carbon cooperation between China, Africa, and Asia.
