Assignment Title: Production of Project Video
Reference No. (as per Procurement Plan): CS 7-1
The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the Dioxins Reduction of Pulp and Paper Industry Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include：
1. Collect knowledge and information related to the project, and then develop the script of the project video;
2. Track the project progress, shoot the main activities and record the main outputs of the project(no less than 5 field visit of video shooting), sort out and edit related photos and videos on main activities supplied by the project team；
3. Edit the above materials, including post-production of audio elements and Chinese and English subtitles, etc. and then produce two project videos(one is a complete 30 minutes edition with high definition and the other is an abridged 10-minute edition with high definition ).
The estimated manpower input is approximately 44 persons * months. The detailed Sevices and requirement could be seen in the attached Terms of Reference.
The Foreign Economic Cooperation Office, Ministry of Environmental Protection of China (FECO/MEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. The consultant should be an Independent legal entity (Expression of Interest will be rejected if the consultant isn’t an independent legal entity);
2. Successful experience in video production on the topic of Environmental Protection;
3. Excellent in information collection, writing, communication and cooperation;
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the “Selection Based on the Consultants’ Qualifications (CQS)”method set out in the Consultant Guidelines.
